Qualifications: Mr. Francis is a graduate of the Antigua Grammar School, The Antigua State College and The University of the West Indies and possesses a Master of Science degree in Natural Resource Management.

Functions: Specifically, the role of the Environmental Educator is (among others) to oversee the Public Education and Participation Campaign, to promote national solid waste management projects, to facilitate the provision of various support mechanisms to local communities and to spearhead the public relations component of the Authority's programme of activities.
